Genesis 1:26. And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping animal that creeps upon the earth. 28 And God blessed them, and God said to them, Be fruitful, and multiply, and fill the earth, and subdue it: and have dominion over the fish of the sea, and over the fowl of the air, and over every living animal that moves upon the earth.
Genesis 3:14. And the LORD God said to the serpent, Because you have done this, you are cursed above all cattle, and above every beast of the field; upon your belly shall you go, and dust shall you eat all the days of your life: 15 And I will put enmity between you and the woman, and between your seed and her seed; it shall bruise your head, and you shall bruise his heel. 16. To the woman he said, I will greatly multiply your sorrow and your conception; in sorrow you shall bring forth children; and your desire shall be to your husband, and he shall rule over you. 17. And to Adam he said, Because you have hearkened to the voice of your wife, and have eaten of the tree, of which I commanded you, saying, You shall not eat of it: cursed is the ground for your sake; in sorrow shall you eat of it all the days of your life; 18 Thorns also and thistles shall it bring forth to you; and you shall eat the herb of the field; 19 In the sweat of your face shall you eat bread, till you shall return to the ground; for out of it were you taken: for dust you are, and to dust shall you return.
Genesis 6:6. And the LORD repented that he had made man on the earth, and it grieved him at his heart. 7 And the LORD said, I will destroy man whom I have created from the face of the earth; both man, and beast, and the creeping animal, and the fowls of the air; for I repent that I have made them. [Notice how many of the following verses mention God's sadness over our condition. As one author has noted, God's joy shows that His will is being done. Conversely, His sadness reveals that we have gone against His perfect will. He is limited.]
Genesis 18:26 And the LORD said, If I find in Sodom fifty righteous within the city, then I will spare all the place for their sakes. 27 And Abraham answered and said, Behold now, I who am dust and ashes, have taken upon me to speak to the Lord. 28 Suppose there shall lack five of the fifty righteous: will you destroy all the city for lack of five? And he said, If I find there forty and five, I will not destroy it. 29 And he spoke to him yet again, and said, Suppose there shall be forty found there. And he said, I will not do it for forty's sake. 30 And he said, O let not the Lord be angry, and I will speak: Suppose there shall thirty be found there. And he said, I will not do it, if I find thirty there. 31 And he said, Behold now, I have taken upon me to speak to the Lord: Suppose there shall be twenty found there. And he said, I will not destroy it for twenty's sake. 32 And he said, O let not the Lord be angry, and I will speak yet but this once: Suppose ten shall be found there. And he said, I will not destroy it for ten's sake. 33 And the LORD went his way, as soon as he had finished speaking with Abraham: and Abraham returned to his place. [Here we find God limiting Himself based on Abraham's intercession. What would have happened if Abraham had continued to one person?!]
Genesis 19:21 And he said to him, See, I have accepted you concerning this thing also, that I will not overthrow this city, for which you have spoken. 22 Haste you, escape there; for I cannot do any thing till you have come there. Therefore the name of the city was called Zoar.
Genesis 26:4 And I will make your seed to multiply as the stars of heaven, and will give to your seed all these countries; and in your seed shall all the nations of the earth be blessed; [Here we read of God limiting Himself in how He would bless the nations based on Abaham's seed.]
Exodus 8:13 And the LORD did according to the word of Moses; and the frogs died out of the houses, out of the villages, and out of the fields. 31 And the LORD did according to the word of Moses; and he removed the swarms of flies from Pharaoh, from his servants, and from his people; there remained not one.
Exodus 15:26 And said, If you will diligently hearken to the voice of the LORD your God, and will do that which is right in his sight, and will give ear to his commandments, and keep all his statutes, I will put none of these diseases upon you, which I have brought upon the Egyptians: for I am the LORD that heals you. [Watch how many of the following verses are conditional promises like this one. Many times God limits Himself based on our response!]
Exodus 17:2 Therefore the people contended with Moses, and said, Give us water that we may drink. And Moses said to them, Why chide you with me? why do you tempt the LORD? 7 And he called the name of the place Massah, and Meribah, because of the striving of the children of Israel, and because they tempted the LORD, saying, Is the LORD among us, or not?
Exodus 19:5 Now therefore, if you will obey my voice indeed, and keep my covenant, then you shall be a special treasure to me above all people: for all the earth is mine:
Exodus 23:22 But if you shall indeed obey his voice, and do all that I speak; then I will be an enemy to your enemies, and an adversary to your adversaries.
Exodus 32:9 And the LORD said to Moses, I have seen this people, and, behold, it is a stiff-necked people: 10 Now therefore let me alone, that my wrath may burn against them, and that I may consume them: and I will make of you a great nation. 11 And Moses besought the LORD his God, and said, LORD, why does your wrath burn against your people, which you have brought forth from the land of Egypt with great power, and with a mighty hand? 12 Why should the Egyptians speak, and say, For evil did he bring them out, to slay them in the mountains, and to consume them from the face of the earth? Turn from your fierce wrath, and repent of this evil against your people. 13 Remember Abraham, Isaac, and Israel, your servants, to whom you swore by your own self, and said to them, I will multiply your seed as the stars of heaven, and all this land that I have spoken of will I give to your seed, and they shall inherit it forever. 14 And the LORD repented of the evil which he thought to do to his people. [Many times God 'repents' or 'changes His mind' over what He had planned to do because of the intercession of one or more of His servants. Watch how many such instances follow. Let's strive to be sensitive to when God wants us to stand in the gap and be an intercessor to stop evil or loose good.]
Leviticus 26:3 If you walk in my statutes, and keep my commandments, and do them; 4 Then I will give you rain in due season, and the land shall yield her increase, and the trees of the field shall yield their fruit. 14. But if you will not hearken to me, and will not do all these commandments; 15 And if you shall despise my statutes, or if your soul shall abhor my judgments, so that you will not do all my commandments, but that you break my covenant: 16 I also will do this to you; I will even appoint over you terror, consumption, and the burning fever, that shall consume the eyes, and cause sorrow of heart: and you shall sow your seed in vain, for your enemies shall eat it. [Just as there are conditional promises, there are conditional 'curses'. Watch how many of the following verses are conditional 'curses' like this one. Many times God limits Himself based on our response!]
Numbers 11:20 But even a whole month, until it shall come out at your nostrils, and it be loathsome to you: because you have despised the LORD who is among you, and have wept before him, saying, Why came we forth out of Egypt?
Numbers 14:11. And the LORD said to Moses, How long will this people provoke me? and how long will it be before they believe me, for all the signs which I have shown among them? 12 I will smite them with the pestilence, and disinherit them, and will make of you a greater nation and mightier than they. 13 And Moses said to the LORD, Then the Egyptians shall hear it, (for you brought up this people in your might from among them;) 16 Because the LORD was not able to bring this people into the land which he swore to them, therefore he has slain them in the wilderness. 17 And now, I beseech you, let the power of my LORD be great, according as you have spoken, saying, 18 The LORD is long-suffering, and of great mercy, forgiving iniquity and transgression, and by no means clearing the guilty, visiting the iniquity of the fathers upon the children to the third and fourth generation. 19 Pardon, I beseech you, the iniquity of this people according to the greatness of your mercy, and as you have forgiven this people, from Egypt even until now. 20. And the LORD said, I have pardoned according to your word: 22 Because all those men who have seen my glory, and my miracles, which I did in Egypt and in the wil-derness, and have tempted me now these ten times, and have not hearkened to my voice; 23 Surely they shall not see the land which I swore to their fathers, neither shall any of them that provoked me see it: 24 But my servant Caleb, because he had another spirit with him, and has followed me fully, him will I bring into the land into which he went; and his seed shall possess it.
Numbers 15:30. But the soul that does anything presumptuously, whether he be born in the land, or a stranger, the same reproaches the LORD; and that soul shall be cut off from among his people. 31 Because he has despised the word of the LORD, and has broken his com-mandment, that soul shall utterly be cut off; his iniquity shall be upon him.
Deuteronomy 5:29 O that there were such a heart in them, that they would fear me, and keep all my commandments always, that it might be well with them, and with their children forever!
Deuteronomy 6:16 You shall not tempt the LORD your God, as you tempted him in Massah.
Deuteronomy 11:26. Behold, I set before you this day a blessing and a curse; 27 A blessing, if you obey the commandments of the LORD your God, which I command you this day: 28 And a curse, if you will not obey the commandments of the LORD your God, but turn aside from the way which I command you this day, to go after other gods, which you have not known.
Deuteronomy 28:1. And it shall come to pass, if you shall hearken diligently to the voice of the LORD your God, to observe and to do all his commandments which I command you this day, that the LORD your God will set you on high above all nations of the earth: 2 And all these blessings shall come on you, and overtake you, if you shall hearken to the voice of the LORD your God. 15. But it shall come to pass, if you will not hearken to the voice of the LORD your God, to observe to do all his commandments and his statutes which I command you this day; that all these curses shall come upon you, and overtake you: [Our listening and obedience, or lack of it, limits God to bless or curse us.]
Deuteronomy 30:15. See, I have set before you this day life and good, and death and evil; 16 In that I command you this day to love the LORD your God, to walk in his ways, and to keep his commandments and his statutes and his judgments, that you may live and multiply: and the LORD your God shall bless you in the land where you go to possess it. 17 But if your heart shall turn away, so that you will not hear, but shall be drawn away, and worship other gods, and serve them; 18 I declare to you this day, that you shall surely perish, and that you shall not prolong your days upon the land, where you pass over Jordan to go to possess it. 19 I call heaven and earth to record this day against you, that I have set before you life and death, blessing and cursing: therefore choose life, that both you and your seed may live:
Deuteronomy 31:16 And the LORD said to Moses, Behold, you shall sleep with your fathers; and this people will rise up, and play the harlot with the gods of the strangers of the land, where they go to be among them, and will forsake me, and break my covenant which I have made with them.
Deuteronomy 32:15. But Jeshurun grew fat, and kicked: you have become fat, you are grown thick, you are covered with fatness; then he forsook God who made him, and lightly esteemed the Rock of his salvation. 36 For the LORD shall judge his people, and repent for his servants, when he sees that their power is gone, and there is none shut up, or left.
Judges 2:12 And they forsook the LORD God of their fathers, who brought them out of the land of Egypt, and followed other gods, of the gods of the people that were around them, and bowed themselves to them, and provoked the LORD to anger. 13 And they forsook the LORD, and served Baal and Ashtaroth.
Judges 10:6. And the children of Israel did evil again in the sight of the LORD, and served Baalim, and Ashtaroth, and the gods of Syria, and the gods of Zidon, and the gods of Moab, and the gods of the children of Ammon, and the gods of the Philistines, and forsook the LORD, and served not him.
1 Samuel 8:7 And the LORD said to Samuel, Hearken to the voice of the people in all that they say to you: for they have not rejected you, but they have rejected me, that I should not reign over them. 8 According to all the works which they have done since the day that I brought them out of Egypt even to this day, by which they have forsaken me, and served other gods, so do they also to you.
1 Samuel 10:19 And you have this day rejected your God, who himself saved you out of all your adversities and your tribulations; and you have said to him, Nay, but set a king over us. Now therefore present yourselves before the LORD by your tribes, and by your thousands.
1 Samuel 12:15 But if you will not obey the voice of the LORD, but rebel against the commandment of the LORD, then shall the hand of the LORD be against you, as it was against your fathers.
1 Samuel 15:11 I repent that I have set up Saul to be king: for he is turned back from following me, and has not performed my commandments. And it grieved Samuel; and he cried to the LORD all night. 23 For rebellion is as the sin of witchcraft, and stubbornness is as iniquity and idolatry. Because you have rejected the word of the LORD, he has also rejected you from being king. 26 And Samuel said to Saul, I will not return with you: for you have rejected the word of the LORD, and the LORD has rejected you from being king over Israel.
2 Samuel 12:9 Why have you despised the commandment of the LORD, to do evil in his sight? you have killed Uriah the Hittite with the sword, and have taken his wife to be your wife, and have slain him with the sword of the children of Ammon.
2 Samuel 24:16 And when the angel stretched out his hand upon Jerusalem to destroy it, the LORD repented of the evil, and said to the angel that destroyed the people, It is enough: stay now your hand. And the angel of the LORD was by the threshing place of Araunah the Jebusite.
1 Kings 3:14 And if you will walk in my ways, to keep my statutes and my commandments, as your father David did walk, then I will lengthen your days.
1 Kings 6:12 Concerning this house which you are in building, if you will walk in my statutes, and execute my judgments, and keep all my commandments to walk in them; then will I perform my word with you, which I spoke to David your father:
1 Kings 11:12 However in your days I will not do it for David your father's sake: but I will tear it out of the hand of your son. 38 And it shall be, if you will hearken to all that I command you, and will walk in my ways, and do right in my sight, to keep my statutes and my commandments, as David my servant did; that I will be with you, and build you a sure house, as I built for David, and will give Israel to you.
2 Kings 6:18 And when they came down to him, Elisha prayed to the LORD, and said, Smite this people, I pray you, with blindness. And he smote them with blindness according to the word of Elisha.
2 Kings 17:14 However they would not hear, but hardened their necks, like the neck of their fathers, that did not believe in the LORD their God. 15 And they rejected his statutes, and his covenant that he made with their fathers, and his testimonies which he testified against them; and they followed vanity, and became vain, and went after the nations that were around them, concerning whom the LORD had charged them, that they should not do like them.

2 Chronicles 28:13 And said to them, You shall not bring in the captives here: for though we have offended against the LORD already, you intend to add [more] to our sins and to our trespass: for our trespass is great, and there is fierce wrath against Israel.
2 Chronicles 30:9 For if you turn again to the LORD, your brethren and your children shall find compassion before them that lead them captive, so that they shall return into this land: for the LORD your God is gracious and merciful, and will not turn away his face from you, if you return to him.
Nehemiah 1:9 But if you turn to me, and keep my commandments, and do them; though there were of you driven to the uttermost part of the heaven, yet will I gather them from there, and will bring them to the place that I have chosen to set my name there.

Psalms 10:13 Why does the wicked despise God? he has said in his heart, You will not require it. 14 You have seen it; for you behold mischief and spite, to repay it with your hand: the poor commits himself to you; you are the helper of the fatherless.
Psalms 32:10 Many sorrows shall be to the wicked: but he that trusts in the LORD, mercy shall surround him.
Psalms 44:16 For the voice of him that reproaches and blasphemes; by reason of the enemy and avenger.
Psalms 68:6 God sets the solitary in families: he brings out those who are bound with chains: but the rebellious dwell in a dry land.
Psalms 69:9 For the zeal of your house has eaten me up; and the reproaches of them that reproached you have fallen upon me.
Psalms 74:10 O God, how long shall the adversary reproach? shall the enemy blaspheme your name forever? 22 Arise, O God, plead your own cause: remember how the foolish man reproaches you daily.
Psalms 78:10 They kept not the covenant of God, and refused to walk in his law; 11 And forgot his works, and his wonders that he had shown them. 18 And they tempted God in their heart by asking food for their desire. 19 Yea, they spoke against God; they said, Can God furnish a table in the wilderness? 20 Behold, he smote the rock, that the waters gushed out, and the streams overflowed; can he give bread also? can he provide flesh for his people? 40. How oft did they provoke him in the wilderness, and grieve him in the desert! 41 Yea, they turned back and tempted God, and limited the Holy One of Israel. 56 Yet they tempted and provoked the most high God, and kept not his testimonies:
Psalms 81:10 I am the LORD your God, who brought you out of the land of Egypt: open your mouth wide, and I will fill it. 11 But my people would not hearken to my voice; and Israel would not obey me. 12 So I gave them up to their own hearts' desire: and they walked in their own counsels. 13 O that my people had hearkened to me, and Israel had walked in my ways! 14 I should soon have subdued their enemies, and turned my hand against their adversaries. [How dangerous it can be to get what we want or wish for!! Let our prayer be, "Lord, no matter what, don't give me anything that isn't best for You, me, and others!"]
Psalms 91:9. Because you have made the LORD, who is my refuge, even the Most High, your habitation; 10 There shall no evil befall you, neither shall any plague come near your dwelling. 14 Because he has set his love upon me, therefore will I deliver him: I will set him on high, because he has known my name.
Psalms 95:9 When your fathers tempted me, proved me, and saw my work. 10 Forty years long was I grieved with this generation, and said, It is a people that do err in their heart, and they have not known my ways:
Psalms 106:14 But lusted exceedingly in the wilderness, and tempted God in the desert. 23 Therefore he said that he would destroy them, had not Moses his chosen stood before him in the breach, to turn away his wrath, lest he should destroy them. 24 Yea, they despised the pleasant land, they believed not his word: 45 And he remembered for them his covenant, and repented according to the multitude of his mercies.
Psalms 107:11 Because they rebelled against the words of God, and despised the counsel of the Most High: 12 Therefore he brought down their heart with labor; they fell down, and there was none to help. 13 Then they cried to the LORD in their trouble, and he saved them out of their distresses.
Psalms 115:16 The heaven, even the heavens, are the LORD'S: but the earth has he given to the children of men.
Psalms 118:22 The stone which the builders refused is become the head stone of the corner.
Proverbs 1:24 Because I have called, and you refused; I have stretched out my hand, and no man regarded; 25 But you have set at nothing all my counsel, and rejected my reproof: 30 They rejected my counsel: they despised all my reproof. 31 Therefore shall they eat of the fruit of their own way, and be filled with their own devices. 33 But whoever hearkens to me shall dwell in safety, and shall be quiet from fear of evil.
Proverbs 3:11 My son, despise not the chastening of the LORD; neither be weary of his correction:
Proverbs 14:31. He that oppresses the poor reproaches his Maker: but he that honors him has mercy on the poor.
Proverbs 17:5. He that mocks the poor reproaches his Maker: and he that is glad at calamities shall not be unpunished.
Isaiah 1:4 Ah sinful nation, a people laden with iniquity, a seed of evildoers, children that are corrupters: they have forsaken the LORD, they have provoked the Holy One of Israel to anger, they are gone away backward. 19 If you are willing and obedient, you shall eat the good of the land: 20 But if you refuse and rebel, you shall be devoured with the sword: for the mouth of the LORD has spoken it.
Isaiah 5:24 Therefore as the fire devours the stubble, and the flame consumes the chaff, so their root shall be as rottenness, and their blossom shall go up as dust: because they have cast away the law of the LORD of hosts, and despised the word of the Holy One of Israel.
Isaiah 6:8 Also I heard the voice of the Lord, saying, Whom shall I send, and who will go for us? Then said I, Here am I; send me. [God is limited in who He can send by our willingness.]
Isaiah 30:1. Woe to the rebellious children, says the LORD, that take counsel, but not from me; and that cover with a covering, but not of my spirit, that they may add sin to sin:
Isaiah 37:4 It may be the LORD your God will hear the words of Rabshakeh, whom the king of Assyria his master has sent to reproach the living God, and will reprove the words which the LORD your God has heard: therefore lift up your prayer for the remnant that is left. 17 Incline your ear, O LORD, and hear; open your eyes, O LORD, and see: and hear all the words of Sennacherib, who has sent to reproach the living God. 23 Whom have you reproached and blasphemed? and against whom have you exalted your voice, and lifted your eyes on high? even against the Holy One of Israel. 24 By your servants have you reproached the Lord, and have said, By the multitude of my chariots have I come up to the height of the mountains, to the sides of Lebanon; and I will cut down its tall cedars, and its choice fir trees: and I will enter into the height of its border, and the forest of its Carmel.
Isaiah 48:18 O that you had hearkened to my commandments! then had your peace been as a river, and your righteousness as the waves of the sea:
Isaiah 52:5 Now therefore, what have I here, says the LORD, that my people is taken away for nothing? they that rule over them make them to wail, says the LORD; and my name continually every day is blasphemed.
Isaiah 53:3 He is despised and rejected by men; a man of sorrows, and acquainted with grief: and we hid as it were our faces from him; he was despised, and we esteemed him not.

Isaiah 58:6 Is not this the fast that I have chosen? to loose the bands of wickedness, to undo the heavy burdens, and to let the oppressed go free, and that you break every yoke? 7 Is it not to deal your bread to the hungry, and that you should bring the poor that are cast out to your house? when you see the naked, that you should cover him; and that you should not hide yourself from your own flesh? 8. Then shall your light break forth as the morning, and your health shall spring forth speedily: and your righteousness shall go before you; the glory of the LORD shall be your rear guard. 9 Then shall you call, and the LORD shall answer; you shall cry, and he shall say, Here I am. If you shall take away from the midst of you the yoke, the putting forth of the finger, and speaking vanity; 10 And if you shall draw out your soul to the hungry, and satisfy the afflicted soul; then shall your light rise in obscurity, and your darkness be as the noonday: 11 And the LORD shall guide you continually, and satisfy your soul in drought, and make fat your bones: and you shall be like a watered garden, and like a spring of water, whose waters fail not. 12 And they that shall be of you shall build the old waste places: you shall raise up the foundations of many generations; and you shall be called, The repairer of the breach, The restorer of paths to dwell in. 13. If you shall turn away your foot from the Sabbath, from doing your pleasure on my holy day; and call the Sabbath a delight, the holy of the LORD, honorable; and shall honor him, not doing your own ways, nor finding your own pleasure, nor speaking your own words: 14 Then shall you delight yourself in the LORD; and I will cause you to ride upon the high places of the earth, and feed you with the heritage of Jacob your father: for the mouth of the LORD has spoken it.
Isaiah 63:10 But they rebelled, and vexed his Holy Spirit: therefore he was turned to be their enemy, and he fought against them.
Isaiah 65:8. Thus says the LORD, As the new wine is found in the cluster, and one says, Destroy it not; for a blessing is in it: so will I do for my servants' sake, that I may not destroy them all. 12 Therefore will I number you to the sword, and you shall all bow down to the slaughter: because when I called, you did not answer; when I spoke, you did not hear; but did evil before my eyes, and did choose that in which I delighted not.
Jeremiah 1:16 And I will utter my judgments against them concerning all their wickedness, who have forsaken me, and have burned incense to other gods, and worshipped the works of their own hands.
Jeremiah 2:13 For my people have committed two evils; they have forsaken me the fountain of living waters, and hewed out for themselves cisterns, broken cisterns, that can hold no water. 17 Have you not procured this to yourself, in that you have forsaken the LORD your God, when he led you by the way? 19 Your own wickedness shall correct you, and your backsliding shall reprove you: know therefore and see that it is an evil thing and bitter, that you have forsaken the LORD your God, and that my fear is not in you, says the Lord GOD of hosts.
Jeremiah 5:1. Run you to and fro through the streets of Jerusalem, and see now, and know, and seek in its broad places, if you can find a man, if there is any that executes judgment, that seeks the truth; and I will pardon it. 3 O LORD, are not your eyes upon the truth? you have stricken them, but they have not grieved; you have consumed them, but they have refused to receive correction: they have made their faces harder than a rock; they have refused to return. 7 How shall I pardon you for this? your children have forsaken me, and sworn by them that are no gods: when I had fed them to the full, then they committed adultery, and assembled themselves by troops in the harlots' houses.
Jeremiah 6:10 To whom shall I speak, and give warning, that they may hear? behold, their ear is uncircumcised, and they cannot hearken: behold, the word of the LORD is to them a reproach; they have no delight in it.
Jeremiah 8:5 Why then has this people of Jerusalem slidden back by a perpetual backsliding? they hold fast deceit, they refuse to return.
Jeremiah 9:6 Your habitation is in the midst of deceit; through deceit they refuse to know me, says the LORD. 7 Therefore thus says the LORD of hosts, Behold, I will melt them, and try them; for how shall I do for the daughter of my people?
Jeremiah 12:16 And it shall come to pass, if they will diligently learn the ways of my people, to swear by my name, The LORD lives; as they taught my people to swear by Baal; then shall they be built in the midst of my people. 17 But if they will not obey, I will utterly pluck up and destroy that nation, says the LORD.
Jeremiah 15:6 You have forsaken me, says the LORD, you are gone backward: therefore will I stretch out my hand against you, and destroy you; I am weary with repenting.
Jeremiah 17:13 O LORD, the hope of Israel, all that forsake you shall be ashamed, and they that depart from me shall be written in the earth, because they have forsaken the LORD, the fountain of living waters.
Jeremiah 18:8 If that nation, against which I have pronounced, shall turn from their evil, I will repent of the evil that I thought to do to them. 9 And at what instant I shall speak concerning a nation, and concerning a kingdom, to build and to plant it; 10 If it shall do evil in my sight, that it obey not my voice, then I will repent of the good, with which I said I would benefit them.
Jeremiah 22:3 Thus says the LORD; Execute you judgment and righteousness, and deliver him that is laid waste out of the hand of the oppressor: and do no wrong, do no violence to the stranger, the fatherless, nor the widow, neither shed innocent blood in this place. 4 For if you do this thing indeed, then shall there enter by the gates of this house kings sitting upon the throne of David, riding in chariots and on horses, he, and his servants, and his people. 5 But if you will not hear these words, I swear by myself, says the LORD, that this house shall become a desolation. 9 Then they shall answer, Because they have forsaken the covenant of the LORD their God, and worshipped other gods, and served them.
Jeremiah 26:19 Did Hezekiah king of Judah and all Judah put him to death? did he not fear the LORD, and beseech the LORD, and the LORD repented of the evil which he had pronounced against them? Thus might we procure great evil against our souls.
Jeremiah 27:18 But if they are prophets, and if the word of the LORD is with them, let them now make intercession to the LORD of hosts, that the vessels which are left in the house of the LORD, and in the house of the king of Judah, and at Jerusalem, go not to Babylon.
Jeremiah 29:7 And seek the peace of the city where I have caused you to be carried away captives, and pray to the LORD for it: for in the peace of it you shall have peace.
Ezekiel 2:3 And he said to me, Son of man, I send you to the children of Israel, to a rebellious nation that has rebelled against me: they and their fathers have transgressed against me, even to this very day. 4 For they are impudent children and obstinate in heart. I send you to them; and you shall say to them, Thus says the Lord GOD. 5 And they, whether they will hear, or whether they will forbear, (for they are a rebellious house,) yet shall know that there has been a prophet among them.
Ezekiel 3:21 Nevertheless if you shall warn the righteous man, that the righteous sin not, and he does not sin, he shall surely live, because he is warned; also you have delivered your soul.
Ezekiel 5:6 And she has changed my judgments into wickedness more than the nations, and my statutes more than the countries that are around her: for they have refused my judgments and my statutes, they have not walked in them.
Ezekiel 12:2 Son of man, you dwell in the midst of a rebellious house, who have eyes to see, and see not; they have ears to hear, and hear not: for they are a rebellious house.
Ezekiel 18:21. But if the wicked will turn from all his sins that he has committed, and keep all my statutes, and do that which is lawful and right, he shall surely live, he shall not die.
Ezekiel 22:30 And I sought for a man among them, that should make up the hedge, and stand in the gap before me for the land, that I should not destroy it: but I found none. 31 Therefore have I poured out my indignation upon them; I have consumed them with the fire of my wrath: their own way have I recompensed upon their heads, says the Lord GOD.
Ezekiel 33:8 When I say to the wicked, O wicked man, you shall surely die; if you do not speak to warn the wicked from his way, that wicked man shall die in his iniquity; but his blood will I require at your hand. 11 Say to them, As I live, says the Lord GOD, I have no pleasure in the death of the wicked; but that the wicked should turn from his way and live: turn you, turn you from your evil ways; for why will you die, O house of Israel? 13 When I shall say to the righteous, that he shall surely live; if he shall trust to his own righteousness, and commit iniquity, all his righteousness shall not be remembered; but for his iniquity that he has committed, he shall die for it. 14 Again, when I say to the wicked, You shall surely die; if he shall turn from his sin, and do that which is lawful and right; 15 If the wicked shall restore the pledge, give again that which he had robbed, walk in the statutes of life, without committing iniquity; he shall surely live, he shall not die. 16 None of his sins that he has committed shall be mentioned to him: he has done that which is lawful and right; he shall surely live. 19 But if the wicked shall turn from his wickedness, and do that which is lawful and right, for that he shall live.
Joel 2:17 Let the priests, the ministers of the LORD, weep between the porch and the altar, and let them say, Spare your people, O LORD, and give not your heritage to reproach, that the nations should rule over them: why should they say among the people, Where [is] their God? 18. Then will the LORD be jealous for his land, and pity his people. 19 And the LORD will answer and say to his people, Behold, I will send you grain, and wine, and oil, and you shall be satisfied with it: and I will no more make you a reproach among the nations:
Jonah 3:10 And God saw their works, that they turned from their evil way; and God repented of the evil, that he had said that he would do to them; and he did it not.

Malachi 2:2 If you will not hear, and if you will not lay it to heart, to give glory to my name, says the LORD of hosts, I will even send a curse upon you, and I will curse your blessings: yea, I have cursed them already, because you do not lay it to heart.
Matthew 7:7. Ask, and it shall be given you; seek, and you shall find; knock, and it shall be opened to you: 8 For every one that asks receives; and he that seeks finds; and to him that knocks it shall be opened. 9 Or what man is there of you, who if his son shall ask bread, will give him a stone? 10 Or if he shall ask a fish, will he give him a serpent? 11 If you then, being evil, know how to give good gifts to your children, how much more shall your Father who is in heaven give good things to them that ask him?

Matthew 13:57 And they were offended in him. But Jesus said to them, A prophet is not without honor, except in his own country, and in his own house. 58 And he did not many mighty works there because of their unbelief.
Matthew 16:1. The Pharisees also and the Sadducees came, and tempting desired of him that he would show them a sign from heaven.
Matthew 20:16 So the last shall be first, and the first last: for many are called, but few chosen. 18 Behold, we go up to Jerusalem; and the Son of man shall be betrayed to the chief priests and to the scribes, and they shall condemn him to death,
Matthew 21:42 Jesus said to them, Did you never read in the scriptures, The stone which the builders rejected, the same is become the head of the corner: this is the Lord's doing, and it is marvelous in our eyes? 43 Therefore I say to you, The kingdom of God shall be taken from you, and given to a nation bringing forth the fruits of it. 44 And whoever shall fall on this stone shall be broken: but on whomever it shall fall, it will grind him to powder.
Matthew 22:3 And sent his servants to call them that were invited to the wedding: and they would not come. 4 Again, he sent other servants, saying, Tell them who are invited, Behold, I have prepared my dinner: my oxen and my fatlings are killed, and all things are ready: come to the marriage. 5 But they made light of it, and went their ways, one to his farm, another to his merchandise: 6 And the remnant took his servants, and treated them spitefully, and slew them. 18 But Jesus perceived their wickedness, and said, Why do you tempt me, you hypocrites? 35 Then one of them, who was a lawyer, asked him a question, tempting him, and saying,
Matthew 23:37 O Jerusalem, Jerusalem, you that kill the prophets, and stones them who are sent to you, how often would I have gathered your children together, even as a hen gathers her chickens under her wings, and you would not! 38 Behold, your house is left to you desolate. 39 For I say to you, You shall not see me hereforth, till you shall say, Blessed is he that comes in the name of the Lord.
Matthew 24:12 And because iniquity shall abound, the love of many shall become cold. 13 But he that shall endure to the end, the same shall be saved.

Mark 3:5 And when he had looked around on them with anger, being grieved for the hardness of their hearts, he said to the man, Stretch forth your hand. And he stretched it out: and his hand was restored as whole as the other. 28 Verily I say to you, All sins shall be forgiven to the sons of men, and any blasphemies with which they shall blaspheme: 29 But he that shall blaspheme against the Holy Spirit never has forgiveness, but is in danger of eternal damnation:

Mark 12:15 Shall we give, or shall we not give? But he, knowing their hypocrisy, said to them, Why do you tempt me? bring me a penny, that I may see it.
Luke 7:30 But the Pharisees and lawyers rejected the counsel of God against themselves, being not baptized by him. 31 And the Lord said, To what then shall I liken the men of this generation? and to what are they like? 32 They are like children sitting in the marketplace, and calling one to another, and saying, We have piped to you, and you have not danced; we have mourned to you, and you have not wept. 33 For John the Baptist came neither eating bread nor drinking wine; and you say, He has a demon. 34 The Son of man is come eating and drinking; and you say, Behold a gluttonous man, and a winebibber, a friend of tax collectors and sinners!
Luke 10:25. And, behold, a certain lawyer stood up, and tempted him, saying, Master, what shall I do to inherit eternal life?

Luke 12:10 And whoever shall speak a word against the Son of man, it shall be forgiven him: but to him that blasphemes against the Holy Spirit it shall not be forgiven.
Luke 19:41. And when he had come near, he beheld the city, and wept over it, 42 Saying, If you had known, even you, at least in this your day, the things which belong to your peace! but now they are hid from your eyes. 43 For the days shall come upon you, that your enemies shall cast a trench about you, and surround you, and keep you in on every side, 44 And shall lay you even with the ground, and your children within you; and they shall not leave in you one stone upon another; because you knew not the time of your visitation.
John 3:3 Jesus answered and said to him, Verily, verily, I say to you, Except a man be born again, he cannot see the kingdom of God.
John 6:51 I am the living bread which came down from heaven: if any man shall eat of this bread, he shall live forever: and the bread that I will give is my flesh, which I will give for the life of the world.
John 7:16 Jesus answered them, and said, My doctrine is not mine, but his that sent me. 17 If any man will do his will, he shall know concerning the doctrine, whether it is from God, or whether I speak from myself.

John 11:35 Jesus wept. 38 Jesus therefore again groaning in himself comes to the grave. It was a cave, and a stone lay upon it.
John 12:48 He that rejects me, and receives not my words, has one that judges him: the word that I have spoken, the same shall judge him in the last day.

Acts 5:9 Then Peter said to her, How is it that you have agreed together to tempt the Spirit of the Lord? behold, the feet of them who have buried your husband are at the door, and shall carry you out. 15 So that they brought forth the sick into the streets, and laid them on beds and couches, that at the least the shadow of Peter passing by might overshadow some of them. 38 And now I say to you, Stay away from these men, and let them alone: for if this counsel or this work is from men, it will come to nothing: 39 But if it is from God, you cannot overthrow it; lest perhaps you be found even to fight against God.
Acts 7:35 This Moses whom they refused, saying, Who made you a ruler and a judge? the same did God send to be a ruler and a deliverer by the hand of the angel who appeared to him in the bush. 51. You stiff-necked and uncircumcised in heart and ears, you do always resist the Holy Spirit: as your fathers did, so do you.
Acts 15:10 Now therefore why do you tempt God, to put a yoke upon the neck of the disciples, which neither our fathers nor we were able to bear?

Romans 2:4 Or despise you the riches of his goodness and forbearance and long-suffering; not knowing that the goodness of God leads you to repentance?
Romans 5:18 Therefore as by the offense of one judgment came upon all men to condemnation; even so by the righteousness of one the free gift came upon all men to justification of life.

Romans 13:1. Let every soul be subject to the higher powers. For there is no power but from God: the powers that are, are ordained by God. 2 Whoever therefore resists the power, resists the ordinance of God: and they that resist shall receive to themselves condemnation.
Romans 15:3 For even Christ pleased not himself; but, as it is written, The reproaches of them that reproached you fell on me.
2 Corinthians 13:5 Examine yourselves, whether you are in the faith; prove your own selves. Know you not your own selves, that Jesus Christ is in you, except you are disqualified?
Galatians 6:7 Be not deceived; God is not mocked: for whatever a man sows, that shall he also reap. 8 For he that sows to his flesh shall from the flesh reap corruption; but he that sows to the Spirit shall from the Spirit reap life everlasting. 9 And let us not be weary in well doing: for in due season we shall reap, if we faint not. 10 As we have therefore opportunity, let us do good to all men, especially to them who are of the household of faith. [God has limited Himself to the law of sowing and reaping.]
Ephesians 4:30 And grieve not the Holy Spirit of God, by whom you are sealed to the day of redemption.
1 Thessalonians 5:19 Quench not the Spirit. 20 Despise not prophesying.
1 Timothy 2:4 Who will have all men to be saved, and to come to the knowledge of the truth. [God wants all men to be saved. That is His will. However, He obviously doesn't get His will always, because the majority of men are not saved. He has limited Himself to our will and response.]
2 Timothy 3:8 Now as Jannes and Jambres withstood Moses, so do these also resist the truth: men of corrupt minds, rejected as concerning the faith. 9 But they shall proceed no further: for their folly shall be evident to all men, as theirs also was.

Hebrews 3:10 Therefore I was grieved with that generation, and said, They do always err in their heart; and they have not known my ways. 17 But with whom was he grieved forty years? was it not with them that had sinned, whose bodies fell in the wilderness?
Hebrews 6:4 For it is impossible for those who have been once enlightened, and have tasted of the heavenly gift, and have been made partakers of the Holy Spirit, 5 And have tasted the good word of God, and the powers of the world to come, 6 If they shall fall away, to renew them again to repentance; seeing they crucify to themselves the Son of God afresh, and put him to an open shame. 7 For the earth which drinks in the rain that comes often upon it, and brings forth herbs useful for them by whom it is tilled, receives blessing from God: 8 But that which bears thorns and briers is rejected, and is close to being cursed; whose end is to be burned.
Hebrews 10:26 For if we sin willfully after we have received the knowledge of the truth, there remains no more sacrifice for sins, 27 But a certain fearful expectation of judgment and fiery indignation, which shall devour the adversaries. 28 He that despised Moses' law died without mercy under two or three witnesses: 29 Of how much more severe punishment, suppose you, shall he be thought worthy, who has trodden under foot the Son of God, and has counted the blood of the covenant, by which he was sanctified, an unholy thing, and has done despite to the Spirit of grace?
Hebrews 12:25 See that you refuse not him that speaks. For if they escaped not who refused him that spoke on earth, much more shall not we escape, if we turn away from him that speaks from heaven:
Hebrews 13: 11 For the bodies of those beasts, whose blood is brought into the sanctuary by the high priest for sin, are burned outside the camp. 12 Therefore Jesus also, that he might sanctify the people with his own blood, suffered outside the gate. 13 Let us go forth therefore to him outside the camp, bearing his reproach.
James 2:7 Do they [the rich] not blaspheme that worthy name by the which you are called?
James 5:14 Is any sick among you? let him call for the elders of the church; and let them pray over him, anointing him with oil in the name of the Lord: 15 And the prayer of faith shall save the sick, and the Lord shall raise him up; and if he has committed sins, they shall be forgiven him. 16 Confess your faults one to another, and pray one for another, that you may be healed. The effectual fervent prayer of the righteous man avails much.
2 Peter 1:8 For if these things are in you, and abound, they make you that you shall neither be barren nor unfruitful in the knowledge of our Lord Jesus Christ. 9 But he that lacks these things is blind, and cannot see afar off, and has forgotten that he was purified from his old sins. 10 Therefore the rather, brethren, give diligence to make your calling and election sure: for if you do these things, you shall never fall: 11 For so an entrance shall be ministered to you abundantly into the everlasting kingdom of our Lord and Savior Jesus Christ.
2 Peter 2:1. But there were false prophets also among the people, even as there shall be false teachers among you, who will secretly bring in damnable heresies, even denying the Lord that bought them, and bring upon themselves swift destruction. 14 Having eyes full of adultery, and that cannot cease from sin; beguiling unstable souls: they have a heart exercised with covetous practices; cursed children: 15 Who have forsaken the right way, and gone astray, following the way of Balaam the son of Beor, who loved the wages of unrighteousness; 19 While they promise them liberty, they themselves are the servants of corruption: for by whom a man is overcome, by the same is he brought into bondage. 20 For if after they have escaped the pollution of the world through the knowledge of the Lord and Savior Jesus Christ, they are again entangled in them, and overcome, the latter end is worse with them than the beginning. 21 For it had been better for them not to have known the way of righteousness, than, after they have known it, to turn from the holy commandment delivered to them.
2 Peter 3:9. The Lord is not slack concerning his promise, as some men count slackness; but is long-suffering toward us, not willing that any should perish, but that all should come to repentance. 17 You therefore, beloved, seeing you know these things before, beware lest you also, being led away with the error of the wicked, fall from your own steadfastness.
1 John 2:17 And the world passes away, and its lust: but he that does the will of God abides forever. 22 Who is a liar but he that denies that Jesus is the Christ? He is antichrist, that denies the Father and the Son.
1 John 5:14. Revelation 3:3 Remember therefore how you have received and heard, and hold fast, and repent. Revelation 9:20 And the rest of the men who were not killed by these plagues yet repented not of the works of their hands, that they should not worship demons, and idols of gold, and silver, and brass, and stone, and of wood: which neither can see, nor hear, nor walk: 21 Neither repented they of their murders, nor of their sorcery, nor of their immorality, nor of their thefts.
Revelation 16:9 And men were scorched with great heat, and blasphemed the name of God, who has power over these plagues: and they repented not to give him glory. 11 And blasphemed the God of heaven because of their pains and their sores, and repented not of their deeds.
When God placed Adam in the garden, He gave him, and mankind, authority to rule this world. Although God is 100% Sovereign Lord and All-powerful, He has limited himself and His role on in our lives to the degree that each man allows Him to have. So when the Bible speaks of God not being able to do something, it is because, in His sovereign power, and authority, He has allowed Himself to be limited.
This chapter has been the 'scariest' chapter for me to write. I don't want to miss hearing God's voice nor miss doing what He wants me to do. I don't want to be hard-hearted nor be stiff-necked. Let's check the definitions above and allow the Holy Spirit to convict us of any ways we may have limited God. If we have, let's repent and strive to be sensitive to Him and not turn away in the slightest degree from whatever He wants. God wants to do things in, through and to us, give us things and go places. Are we utterly open and surrendered to His will? That's what I want! How about you?
I feel that when the Bible says that God has repented that these are instances when God has offered conditions, and depending how man responds, God repents of what He was going to do, good or bad. He has not really changed, just responded to what we have done or not done.
